The
Fargo Citizens for City Management was started in 1953 by a group of citizens
concerned about keeping the city manager position in city government.
The FCCM, chaired by Mart Vogel, vigorously supported the city manager
plan and fought a heated campaign with the Civic Betterment League.
The city manager plan was defeated by 620 votes and the city reverted back
to the commission form of government.
The
collection consists of informational pamphlets and Vogel's speeches and
radio programs in favor of the city manager plan. There is also the
incoming and outgoing correspondence of Chairman Vogel. Finally,
there are newspaper clippings that document public opinions, various interviews
and FCCM advertising.
