Allan Fischer grew up in Staten Island, New York In 1956, he earned his B.A. in chemistry from Waynesburg College in Waynesburg, Pennsylvania. He earned his master's degree at Oklahoma State University in 1961 and his Ph.D. in chemistry at Indiana University in 1967. From 1966-1968 Fischer held a post-doctoral appointment in chemistry at the University of Minnesota. He then joined the faculty of North Dakota State University (NDSU) in 1968 as an assistant professor of biochemistry and became a full professor in 1980. Fischer received the Outstanding Academic Adviser Award for the College of Science and Mathematics in 1985 and the Blue Key Distinguished Educator Award in 1989. He took on the position of dean of the College of Science and Mathematics in 1986, also serving as interim vice-president for academic affairs from 1990-1991 and interim president of university advancement from 1992-1993. Fischer became the director of the Governor's School in Science and Mathematics in 1990. Fischer served as interim president of NDSU from 1998-1999. In April of 1999 he was awarded Blue Key's Doctor of Service Award. He retired from NDSU in the summer of 1999.
