Dr. Hill graduated with a bachelor's in chemistry from NDSU in 1961. He received his PhD. in Chemistry from Pennsylvania State University in 1965. He was a faculty member in the Polymers and Coatings Department from 1965 through 1980, serving as Chairman from 1971-1972. He was appointed Acting Dean of the College of Science and Mathematics in 1974. He continued to serve as an adjunct professor in polymers and coating through the 1990s, receiving the Roy W. Tess Award in Coatings from the American Chemical Society's Division of Polymeric Materials: Science and Engineering in 1998.
