Dr. Hoag was born on May 13 1944 in Fargo, although raised in Duluth. He earned his bachelor's degree in pharmacy at NDSU in 1967. He went on to earn his master's (1971) and PhD (1973), both in clinical pharmacy, from Purdue University.

Prior to coming to NDSU, he was an Assistant Professor of Pharmacy at the University of Texas (Austin). He joined the NDSU pharmacy faculty 1975. He served as Chair of the Department of Pharmacy Practice from 1978-1981. He became Associate Dean of College in 1981. On August 1, 1987 he accepted the position of Dean, College of Pharmacy, at Ohio Northern University.
