History
On October 22,1890, just one week after the founding of the college, the faculty of the North Dakota Agricultural College [NDAC] held their first meeting. They were responsible for making and upholding the rules of the college and regulating student labor, study, meals, events, and duties. The faculty consisted of the president and all teachers and instructors. They reported directly to the governing body of the college, known as the Board of Trustees, which appointed, assigned duties to, and determined the salaries of faculty members.

On April 14,1914, the Board of Trustees adopted a resolution that created the College Council. The Council maintained jurisdiction over all matters regarding NDAC policies not reserved to the Board or the college president. It consisted of the president and a group of fourteen or fewer faculty members selected by and accountable to the Board.

The Board of Trustees was succeeded by the Board of Regents in 1916, the Board of Administration in 1920, and finally the State Board of Higher Education in 1939. Supervised by each of these boards, the Council held legislative powers until 1960.

The Council sustained only minor changes until 1948, when it adopted a revised constitution. It now became the legislative body of the Division of Resident Instruction, excluding the faculty and staff of the agricultural experiment station and the cooperative extension service, although the directors of the agricultural experiment station and cooperative extension service remained members of the council.. For the first time Council membership extended to faculty members below the rank of associate professor. One assistant professor or instructor from each of the six schools with two or more years of service to the NDAC were elected to serve two-year terms as representatives of the junior faculty.

In 1960, the College Council became the University Council, reflecting the fact that the NDAC became North Dakota State University [NDSU] in December of that year. When another revised constitution was adopted in 1963, the Council was renamed the University Senate. The Senate was responsible for determining policies and regulations in the areas of resident instruction, research, and extension. However, each division, college, and school now governed itself; and answered to the Senate only when its actions conflicted with university-wide policies or regulations. The new constitution also addressed the organization and operating rules of the Senate and its committees more thoroughly than those preceding it. For instance, the constitution established rules regarding proper meeting conduct and the preparation and distribution of agendas and minutes.

In November, 1973, the University Senate became the Faculty Senate. Changes that accompanied this move included the admission of elected students as Senate members if the Senate deemed student participation necessary to carrying out its responsibilities. In addition, the presiding officer of the Senate could no longer be the president of the university; this officer was now elected by the Senate from the membership of the Executive Committee.

In December, 1989, the Faculty Senate returned to the name University Senate, which it has since kept. Four staff members were now selected by the new Staff Senate (established January 1,1990) to serve on four University Senate committees. They also represented the staff on the University Senate, having the full rights of elected senators.

Scope and Contents
The NDSU University Senate records consist of the following six Series: Constitution and By-Laws, Meeting Minutes and Agenda, Annual Reports, Membership Lists, Presiding Officers, and Committees. The Constitutions and By-Laws, Meeting Minutes, Annual Reports, and the Membership Lists Series are arranged chronologically. The Committees Series is arranged alphabetically.

The Constitutions and By-Laws Series covers the years 1917 to the present. Until 1938, the constitution was commonly known as the Blue Book, as it was published in booklet form with a blue cover. Access to the Constitution is also available in the Faculty Handbook, published several times since 1979.

The University Senate Meeting Minutes and Agenda Series begins in 1890 and is on-going. The Bound University Senate Meeting Minutes cover the years 1890 through 1988, but do not contain agenda or attachments. In 1988, these volumes were microfilmed. The master copy of the microfilm is stored at the State Historical Society of North Dakota in Bismarck. The NDSU Registrar’s Office maintains a use copy. The titles on the volumes are broken down as follows: Faculty Record - 1890-1913 (2 volumes); College Council (established April 14, 1914) - 1913-1960 (2 1/4 Volumes); University Council - 1960-1963 (1/4 Volume); University Senate - 1963-1988 (2 1/2 Volumes). In addition to the bound copies, the Archives holds Minutes and Agenda, with gaps, from 1923 - the present. Minutes are sparse until 1963 and nonexistent in 1969. Some of the Minutes from 1950 to 1960 include attached Agenda. Some Agenda are included with the Minutes from 1986 to 1993 and 1997.

The University Senate Annual Reports Series begins for the year 1989-1990. The reports from 1990-1991, 1991-1992, 1992-1993, and 1993-1994 are unavailable. Those from 1994-1995 and 1995-1996 contain the annual reports and minutes of Senate committees.

The University Senate Membership Lists Series spans the years 1948 to 1997. It consists of lists naming Senators and often the department or college they represent on the Senate and on Senate committees and sub-committees.

The University Senate Presiding Officers Series covers the years 1988-1992. It consists of Hans Goettler’s (Presiding Officer, 1988-1989) correspondence, Larry Peterson’s (Presiding Officer, 1989-1990) electronic mail and other correspondence concerning various Senate activities, Kendall Nygaard’s (Presiding Officer, 1990-1991) correspondence concerning the Executive Committee and Grade Appeals Board, and Andy Keogh’s (Presiding Officer, 1991-1992) correspondence dealing with the Campus and Executive Committees and with various Senate activities.

The University Senate Committees Series covers the years 1921 to the present. The following is a list of committees with the most extensive records or the longest tenures and a brief overview of their responsibilities and history.

The Academic Affairs Committee, 1970 - [on-going], is responsible for recommending actions on the proposals for curriculum and course changes, policies for transfer credits and graduation, and regulations on admission, probation, suspension, and re-admission. Prior to 1970, consult the Scholastic Standards Committee, which was the forerunner of the Academic Affairs Committee.

The Campus [Facilities and Space] Committee, with records spanning 1946 to 1991, is responsible for recommending plans for sidewalks, streets, and parking lots; regulations of traffic and parking; and policies for meeting university facility needs.

The Educational Development Committee, with records dating from 1969 to 1974, was responsible for stimulating continuing evaluation and improvement of instruction. It did so by identifying problems in the curriculum and teaching process through faculty, student, and alumni evaluation; recommending means to solve those problems; encouraging research and experimentation with new modes of instruction; and recommending means of recognizing and rewarding good teachers. This standing committee grew from the ad hoc Instructional Development Committee which was established early in 1969.

The Executive Committee, 1972 to 1992, is responsible for the following activities: (1) recommending the Senate liaison person and the members of all Senate committees except the Committee on Faculty Rights and the Graduation Council Committee, (2) assigning problems to committees and monitor progress toward solutions, (3) serving in a liaison capacity among the University Senate, Student Senate, and administration, and (4) interpreting the Constitution and By-Laws. In 1989 the Executive Committee recommended members to the ad hoc Sub-Committee on a Separate Faculty Senate. This group was formed in the belief that the existing Senate was mainly involved with issues of not particularly strong concern to the faculty. The Faculty Senate was not intended to replace the University Senate, but instead to compliment it. The Separate Faculty Senate was never established.

The Faculty Development Committee, with records dating 1991 to 1993, is responsible for encouraging faculty development through organizing faculty development workshops, providing supplemental funds for developmental leaves, and administering faculty development small grants programs. In 1993, it published Instructional Needs of Students with Disabilities, which guided faculty through teaching students with disabilities such as blindness, deafness, and epilepsy.

The General Education Committee has records dating 1989- [on-going]. Its responsibilities include the following: to ensure that all courses offered are consistent with NDSU’s mission, develop criteria for evaluating courses to ensure they meet general education requirements; coordinate and recommend actions to the Senate on proposals for approving general education courses, provide assessment of students’ attainment of intended student outcomes, and determine policies and procedures for continuing improvement in education.

The Program Review Committee, 1987 to present, is responsible for developing criteria and procedures for the review of academic programs, performing a continuing review of NDSU’s academic graduate and undergraduate programs, addressing concerns regarding duplication of programs and courses, and recommending policies for levels of University support to programs. This committee’s records feature reviews of departments such as chemistry, electrical engineering, home economics, pharmacy, and agricultural engineering. In cases where only one to three documents pertain to the review of a certain program, the summary reviews are arranged by year. Where extensive documentation exists, the reviews are listed individually. The Public Events and University Relations Committee, with records spanning 1962 to 1981, was a committee that underwent many changes in its history. Organized in 1962 as the Public Events Committee, it fused the Awards and Honors Day and Commencement and Convocation Committees. The work of those committees was transferred to Public Events sub-committees. For instance, the Honors Day Sub-Committee now planned the event that recognized award and scholarship winners instead of the Awards and Honors Day Committee. Some time during 1971, the Public Events Committee became the Public Events and University Relations Committee, though records are not specific. It was responsible for promoting and coordinating various public events held on campus, recommending policies and procedures for holding public events on campus, and recommending policies to promote good relations between the University and the public.

The Student Affairs Committee, with records dating 1962 to 1990, is the most extensively recorded committee of the University Senate. Its responsibilities are to serve in a liaison capacity between the student body and faculty and to recommend policies and procedures in the following areas: (1) establishment and operation of student organizations, (2) adjustment of students to University life, (3) student activities and recreation, (4) University information and career guidance programs for high school students, (5) student conduct, (6) on- and off-campus housing of students, (7) fellowships, loans, grants, and awards, and (8) use of student fees. Each of these responsibilities is generally assigned to a separate sub-committee. Due to the work of the Student Affairs Committee in the early 1960s, then President H. R. Albrecht established an ad-hoc Steering Committee on Student Leadership. Through the efforts of both the ad-hoc committee and the Student Affairs Committee, a student leadership workshop was presented in 1963.
