HISTORY
The first evidence of student government at NDSU appears in the NDAC Catalogue
for 1893-94. The students elected officers and established rules to maintain
discipline among each other. The next mention of student government is not until
1911 in the NDAC Agassiz. A student council form of government was adopted in
the winter of 1910, as a result of the students’ desire for a “more
direct and rapid means of conducting the business affairs of the student body.”
The council had a total of thirty representatives, “composed of five members
from each of the college classes, [and] two from every one of the academic courses.”
In 1915, the organization changed its title to Student Commission, with the
ratification of a new Student Body Constitution. A new constitution in 1953-54
changed the name of the governing body to Student Senate. The title of Student
Commission was transferred to the chairmen of the various boards commissioned
by the student senate, essentially the cabinet of the student body president.
The Senate plan consisted of 18 senators elected by the student body, 12 two-year
terms, and six one-year terms. The senate form of student government is still
in action at NDSU today.
SCOPE AND CONTENTS
The Student Senate Minutes Series contains Student Government Constitutions,
lists of Senators and Commissioners names and addresses, correspondence, and
minutes of Student Senate meetings. The minutes are in chronological order from
November 1941 through April 1982. Several years are incomplete. Minutes are
missing for the years 1942-49, 1958-59, 1969-72, 1975-76, 1977-78, and 1979-81.
Bound volumes contain the minutes for 1941-42 and 1949-54, and 1954-55. The
minutes also contain reports of various student commissions. Minutes of some
of the commissions are located in the Commissions and Committee Minutes Series.
The only records available for the 1976-77 school year are proposed resolutions.
The Budgets Series includes budget requests from various campus commissions
and clubs, draft copies of final budgets and final budgets, from 1962-75. The
budget requests for the Student Activities Commission/Board are separate for
the school years between 1966-69, because of original order. There are no records
for 1970-1972. Some records also include guidelines for allocating funds.
Minutes, lists of members, correspondence, and some operating procedures for
senate commissions make-up the Commissions and Committee Minutes Series. The
commissions, listed in order, include: Commission of Finance, Commission of
Athletics, Board of Organizations and Activities/Commission of Student Activities/Student
Activities Board, Commission of Campus Affairs, Commission of Inter-campus Affairs,
and Commission of Publications. Guidelines for the Committee on Fraternity-University
Relations are in the last folder of the series. Several minutes of the NDSU
Board of Athletics are included with the Commission of Athletics minutes, since
commission members attended board meetings. Cheerleader selection results and
preparation records are also part of the Commission of Athletics papers.
Records of projects and events, and records generated by the university but
otherwise unconnected to the other series, are in the Subject Files Series.
Projects and events included are a book donation to Tottori University of Japan,
1965-66 Freshmen Orientation, 1964, 1965, and 1966 Homecomings, 1965 Leadership
Training Conference, undated Miss America Preliminary Pageant, 1966-67 Model
United Nations, 1966 National Honor Society Convention, 1964 riot against the
Food Service and asserting student rights, and 1966-67 Teacher Evaluation Program
Planning. Petitions against the closing of West College Street and 12th Avenue
Reconstruction environmental statements and transcript of a public hearing on
12th Avenue Reconstruction of 1973 are also included. Associated Student Governments
Association Constitutions and programs, a copy of amended By-laws of the Memorial
Union, a copy of the Constitution of the Student Body, miscellaneous Student
Government election campaign notes, 1978-79 North Dakota Student Association
minutes, an undated Reed-Johnson Constitution, and an Administrative handbook
are other miscellaneous records.
