Planning for the KDSU radio series, "For Eagles to be Crows" began in 1971 by meeting with community and tribal council members on the North Dakota reservations to determine if there was a need for the series as well as what topics and areas needed to be covered. The series was an attempt to tell the story of North Dakota's Indians as interpreted by them and from their own point of view. These visits were done by Sharon Cobb and JoAnn Logan.
A grant proposal was submitted to the Corporation for Public Broadcasting in 1972 by KDSU Radio and funding was received through CPB's Community Service Grants. Producer for the project was Sharon Cobb with JoAnn Logan, associate producer. Narrator for the series was John L. Tilton, program manager of KDSU. Others assisting were Mary Metzger and Jim Hetland.
Before any taped interviews were conducted, the project staff visited each reservation three times to establish trust and openness of communications. During these visits formats were developed with all the resource people for their approval with final approval made by the tribal councils. At this point the taping of interviews commenced and over 150 persons were interviewed. The producers ended up with over 200 hours of taped material which was edited into twenty-three half-hour programs. Extensive research was also done using primary and secondary sources in private collections and public research facilities. Upon completion, the final programs were sent to the reservations for final approval by the resource persons and tribal councils.
The radio series is divided into three parts: "The heritage of the Indian people; a review of the general effectiveness and evident trends in the policies of federal agency programs; and a discussion of those problems which are troublesome socially for the Indians." The twenty-three weekly radio programs began airing on November 4, 1973 on KDSU radio. It later was aired on radio stations in Minnesota, New Mexico, Massachusetts and North Dakota. In 1974 KDSU received the American Bar Association's Certificate of Merit in the Gavel Awards competition for the series.
The title of the series was taken from a quotation by Sitting Bull in 1876: "If the Great Spirit had desired me to be a white man He would have made me so in the first place. He put in your heart certain wishes and plans. In my heart he put other and different desires. Each man is good in his sight. It is not necessary for eagles to be crows."
Scope and Contents
The For Eagles to be Crows collection has been divided into five series: Administration, Reservations, Resources, Oral Interview Tapes, and Program Tapes. The paper records originally were in no order. The first three series were established during processing. It is apparent there are missing records, oral interview tapes and gaps in what there is in the collection.
The Administration Series contains a variety of files documenting the implementation of the project including: various outline plans, meeting notes, lists of persons contacted for interviewing, and a small amount of correspondence. The scripts files contains edited versions of all the radio program scripts. For about sixteen of the oral interviews there are tape logs detailing the contents of the interview. The last file contains the Gavel Award nomination submission, related correspondence, an the award announcement.
The Reservation Series contains information on each of the four North Dakota reservations including: histories, fact sheets, clippings and correspondence. There is also outlines of meetings held on the reservations by the project coordinators.
The Resources Series contains a variety of material apparently used by the staff in researching the radio series. The non-North Dakota file has general information on Indian population statistics, housing, poverty, cultural values, and an Indian Police Academy training manual. The North Dakota file contains a number of items issued by the North Dakota Indian Affairs Commission, and education items including several brochures from the United Tribes Employment Training center. There is also an incomplete run of The Action News (1971-1972) published by the Three Affiliated Tribes' Community Action Program, based at New Town, N.D.
The Oral Interview Tapes Series includes ninety-seven tapes of interviews done with Indians on the various reservations and other resource persons. The tapes are organized in their original order which possibly is the order in which they were done. None of the tapes are dated. An alphabetical name index is including following the box listing. Complete names are lacking on a number of the tapes and original tape log. A number of the interview tapes as listed on the log are missing. They are noted on the original tape log.
The Program Tapes Series contains
the twenty-three programs which were aired on KDSU. They are on 7-in.
reels. It is not known if these tapes are the master tapes.
