
NDAC/SU BOARD OF STUDENT PUBLICATIONS, 1950-1973, bulk dates - 1966-1972
HISTORY - Originally, student publications were overseen by the Committee
on Student Publications, and this committee acted as censor "for the Spectrum,
Junior Agassiz, and any other matter published by the student body; to insist
upon adequate records and accounting in all publications." (North Dakota
Agricultural College General Rules, c.1910, p. 9) By 1924, student publications
were under the supervision of the Publications Board, which consisted of six
student members and two faculty members. (Student's Handbook of the North Dakota
Agricultural College, 1924-1925, p. 52) As of 1926, it was the Board of Publications
Control. (1927 Agassiz) By 1938, the Board consisted of three faculty members
and six students. "The board determines editorial and business policy,
selects editors and business managers, determines their remuneration, passes
upon nominations for staff appointments and supervises expenditures." (General
Information Revised Rules, Regulations and Practices that Govern the Conduct
of Students, NDAC, July-August, 1931, p. 21.) As of 1948, the Board of Publications
exercised "its journalistic judgment on disbursements, appointments, and
authorizations pertaining to the Bison, Spectrum, and Bison Furrows." The
Board consisted of four faculty embers and ten students. (Bison, 1948, p. 100)
The Bison Boundaries (Student Handbook) of 1958-1959, listed the following publications:
The Spectrum, The Bison, State Engineer, and Papyrus Ebers, followed by: "(Any
publications bearing the name of the College must be cleared through the Board
of Publications)", p. 30. In 1969 the Board of Publications became the
Board of Student Publications, which still exists today. The purpose of the
Board of Student Publications, as stated in the 97-98 Guide to Student Involvement
is:
"Serves as the guardian of freedom of expression in student publications
and fosters intelligent and responsible workmanship. Recruits and appoints editor-in-chief
for all Student Activity Fee funded publications. Two student representatives
are elected in the spring elections and three more are appointed by Student
Government."
