April 28, 1995, Chester Fritz Library, University of North Dakota 

The meeting was called to order by Susan Podrygula, Chair. She welcomed everyone to the chapter's annual meeting. She thanked Vice-Chair, Chair-elect Sally Dockter for her hard work in organizing the program and Frank D'Andraia for Chester Fritz Library's hospitality. 

The minutes from the April 29, 1994 meeting at Minot State University were distributed and approved. 

Susan reported that ballots were sent out last Fall, Sally Dockter from UND's Chester Fritz Library was elected as ViceChair, Chair-elect. 

Susan reported that nine people from North Dakota attended a great ACRL National Conference in Pittsburgh March 29 to April 1: Eileen Kopren (DSU), Bernnett Reinke (DSU), Cheryl Bailey (Mary University), Betty Karaim (Mayville), Pat Mahoney (UND), Neil Price (UND), Susan Podrygula (MSU), Melissa Shafer (NDSU), John Beecher (NDSU). Information was available on the 1997 conference in Nashville. 

A discussion about expanding chapter membership and the possibility of charging dues took place. Susan reviewed what had happened since last April's meeting. At that time our joint Constitution and Bylaws with the Academic Section of the North Dakota Library Association prevented the chapter from charging dues, membership in the chapter was limited to NDLA members only, and it was unclear what our status was as an affiliate organization. Then chapter Chair Phyllis Bratton and Vice-Chair Susan Podrygula worked with NDLA Academic Section Chair Dan Koper and Vice-Chair Lillian Sorenson and changes were made in the Constitution and Bylaws. These changes were approved last Summer and Fall by the NDLA Constitution and Bylaws Committee, Academic Section, Executive Board, and the ACRL Chapter membership. Now the chapter was able to consider the following: 

  • have a membership drive to build up membership
  • charge dues to help fund programming at the annual meeting
The idea of joining forces with the Manitoba academic librarians had been brought up in the past. Carolynne Presser, Library Director from the University of Manitoba was in attendance. She said there are no ACRL chapters in Canada, but was aware of a joint Ontario/Western New York State Chapter. It was moved (Frank D'Andraia) and seconded (Darryl Podoll) to investigate the concept of a joint chapter with Manitoba. Motion carried. Carolynne Presser, Phyllis Bratton and Susan Podrygula will comprise the committee, their report should be complete in order to be included in a Fall mailing. 

After much discussion it was moved (Betty Gard) and seconded (Cynthia Shabb) to institute individual chapter memberships: $10 a year for members of the national ACRL; $20 a year for non-ACRL members. Motion carried. 

It was the moved (Frank D'Andraia) and seconded (Betty Gard) to establish a checking account for chapter funds with the requirement that two signatures of chapter members is required, one of which is the current chair. Motion carried. 

Susan volunteered to open an account in Minot and act as a treasurer; she also will start a membership drive. Pat Berntsen suggested we use the $100 available from the national ACRL to fund membership materials. 

A nominations committee needed to be formed to find candidates to run for Vice-Chair, Chair-elect. Sally Dockter had already agreed to serve, Pat Berntsen and Betty Karaim volunteered. 

Susan read an announcement from Sally Dockter, who was picking up the speaker: she thanked the Mountain Plains Library Association for paying for Ronelle Thompson's airfare so she could attend and be a panelist in the program. Everyone was encouraged to attend the Tri-Conference in Sioux Falls on Oct. 4-7, 1995 and to join MPLA. 

Phyllis Bratton gave a short report on cooperative collection management in the tri-state area of North Dakota, South Dakota and Minnesota. Jan Miller, Vice-Chair of the NDLA Academic Section announced that they were looking for people to be candidates for officers. 

With no other business, the meeting adjourned. The program, "Every Librarian A Leader" followed and featured Patricia Senn Breivik, President-elect of ACRL.
