The NDSU libraries circulation policies apply to all NDSU, Tri-College and North Dakota higher education students, faculty and staff and all special permit borrowers who borrow library materials from NDSU. Holders of bar-coded ID cards from other PALS libraries are accorded the loan privileges assigned to Special Borrowers.

ID Cards All users must present a valid bar-coded ID in order to charge out materials from Circulation, NO OTHER FORMS OF ID WILL BE ACCEPTED. If the person using the ID is not the card owner, he/she must have written permission from the card owner on file at the Circulation desk.

Lost Cards

NDSU Faculty, Staff and Students must replace lost cards with a picture ID from "Bison Card" in the Union. Special permits, high school students and workshop students must pay $5.00 for a replacement ID card at the Main Library Circulation Desk.

Special Borrowers (High school, Workshop, Alumni, Faculty/Staff spouses, Community)

High School: Cards are issued without a fee to Fargo, West Fargo, Moorhead, and Dilworth High School students who present a form signed by their school librarian or instructor.

Workshop: Cards are issued to workshop attendees only with the written permission of the workshop instructor or coordinator.

Alumni, Faculty/Staff: NDSU Alumni, Spouses of NDSU faculty and staff will be given free library cards on request. Spouses of students are required to get a Special Permit Card.

Community: Borrowers without a valid PALS bar-coded library card must apply for a Special Permit Card at the Circulation Desk in the Main Library. Cards are issued to North Dakota, South Dakota, and Minnesota residents with a driver’s license or other proof of residence. There is an annual fee of $25.00 for a Special Permit Card.

Graduate due date is 120 days from date of check-out. If a student was enrolled in the previous spring semester or is enrolled for the following fall semester, they may maintain check-out privileges during the summer with a letter from their advisor, even if they are not enrolled for summer classes.

General Policies

Holds

Holds may be placed on all circulating materials. All circulating materials are subject to recall. When a hold is placed on an item, a recall notice is mailed. Circulation and Branch Libraries staff may also phone for recalled materials. If recalled items have been charged out for at least two weeks, the borrower has a five day grace period in which to return materials. For materials that have been charged out for less than two weeks, the borrower may have the full two week loan and the five day grace period. Overdue fines on each recalled item will accumulate at a rate of $1.00 per day until the material is returned. After 10 days, a bill will be sent for the fines and replacement cost of materials. The fines are non-refundable.

Reserves

Only three items at a time may be checked out from reserves. Overdue fines accumulate at a rate of $.50 per hour. When fines total $1.00, a notice will be sent with an explanation of charges. Fines accumulate until the material is returned.

Renewals

Limited renewals of all circulating materials are permitted. After an item has been renewed the maximum number of times, the items MUST be brought back to the library to be checked in. The borrower may then check out the item(s) again.

Fines, Fees and Suspensions

Overdue materials not returned by the end of a five day grace period will result in a charge based on the cost of materials.

Replacement costs paid for materials which are later returned will be refunded if the materials have not already been replaced and it is within the year of the billing date.

Borrowing privileges will be suspended for the following reasons: MAXIMUM FINE, MAXIMUM CHARGES, MAXIMUM OVERDUES, COLLECTION, LOST ID’S, WITHDRAWING FROM SCHOOL. Suspensions are system-wide, e.g., a user with a block at Architecture will not be able to charge materials at the Main Library, and a user with a block at Concordia will not be able to charge materials at NDSU.

After a bill is turned over to a collection agency, no refunds will be issued under any circumstances.

Records and Retention

NDSU Library is sensitive to privacy issues and will destroy records when they are no longer needed.

Summer Borrowing Privileges Graduate Students: Undergraduate Students: TO OBTAIN CHECK OUT PRIVILEGES, ALL STUDENTS MUST HAVE A LETTER FROM THEIR ADVISOR OR BE ENROLLED IN SUMMER SCHOOL.

Mutilation of Library Materials
Intentionally defacing or destroying Library materials is a criminal act (North Dakota Century Code 32-03-09.2). Anyone caught mutilating library materials will be detained and campus security will be notified. The person will be charged all replacement costs (labels, barcodes, issue, volume). University patrons will be dealt with by the University and public patrons will be prosecuted through the civil judicial system.
